He honestly can't be surprised this happened, right?
I still can't understand why warrantless wiretapping is more effective than regular wiretapping; unless he's saying no judge would grant a warrant to wiretap the people he wants to. In that case, perhaps there was something they didn't cover when he attended his fancy "Ivy League" school.
